The 311D locomotive is a 6-axle, diesel-electric locomotive modernised by Newag S.A in Poland and homologated for Poland. The base locomotive is known with type descriptions as: TE10 (Russia), 2TE10 (Kazakhstan), ST44 (Poland), M62 (Hungary), V200 (Former GDR Reichsbahn) and 2M65 (Mongolia). The modernisation kit consists of a diesel engine, traction alternator, propulsion rectifiers, auxiliary generator exciter, equipment blower, air compressor and cooling system, all mounted as one unit called a "SuperSkidTM". It includes a BrightStar Microprocessor Control system designed to provide smooth power application to the ED118 model traction motors, utilizing some existing power circuits and control devices. The original traction motors have been refurbished and upgraded and the locomotive cabs have also been refurbished. The turbocharged and inter-cooled 12-cylinder engine with electronic fuel injection produces 2900hp at 1050 rpm, meets UIC II emissions requirements and is developed and built by GE.

The locomotive with electric AC/DC transmission weighs 120 tonnes, has a CoCo wheel arrangement and a maximum operational speed of 100 km/h.
